Logic of system capability formation and an evaluation-based guidance mechanism for modern water networks

  • 摘要: 在国家水网骨干网络逐步成形、工程体系持续完善的背景下,现代化水网建设的重点正由工程网络连通转向分散工程能力的协同组织、有效运行和持续优化。围绕这一转向,本文提出“约束前置—场景牵引—闭环落地”的系统能力形成逻辑。其中,“约束前置”界定系统能力形成和调用的边界条件,“场景牵引”组织工程体系、运行管理与调度体系和智慧调控体系的相关能力,“闭环落地”通过运行事实核验执行过程和任务结果,并据此修正约束边界、场景方案和运行安排。为将这一逻辑转化为可实施过程,提出能力分层分解、方案分类管理和证据链固化3类方法,相应形成约束边界包、场景方案包和运行闭环包。进一步建立“口径-分档-证据链”评价判据,用于判断系统能力形成程度、识别具体短板,并将评价结果回写至3类成果载体,使评价由末端判定转化为贯穿系统能力形成、运行验证和持续优化全过程的引导机制。由此形成贯通边界界定、任务组织、运行验证和评价反馈的完整框架,为现代化水网系统能力的组织、验证和持续优化提供方法依据。

     

    Abstract: As the backbone of China’s national water network gradually takes shape and its supporting infrastructure continues to improve, the focus of modern water-network development is shifting from physical connectivity to the coordinated deployment, effective operation, and continuous improvement of capabilities distributed across individual projects and facilities. In response to this shift, this study proposes a framework for system capability formation comprising three interrelated elements: “constraint-first specification, scenario-driven organization, and closed-loop implementation.” Constraint-first specification defines the boundary conditions governing the formation and deployment of system capabilities. Scenario-driven organization mobilizes the relevant capabilities of the engineering system, the operations management and scheduling system, and the intelligent regulation system around specific operational tasks. Closed-loop implementation establishes an operational feedback loop for verifying execution processes and task outcomes, enabling corrective adjustment, and ensuring that system capabilities are effectively exercised in practice. To operationalize this framework, three methods are developed: hierarchical capability decomposition, scenario-based classification and management of operational plans, and evidence-chain structuring. These methods yield three corresponding structured deliverables: a constraint-boundary package, a scenario-plan package, and an operational closed-loop package. An evaluation framework based on “evaluation specification–maturity grading–evidence chain” is then established to assess the extent to which system capabilities have been formed, identify specific weaknesses, and feed evaluation results back into the three structured deliverables. In this way, evaluation shifts from an end-of-process assessment to a guidance mechanism embedded throughout system capability formation, operational verification, and continuous improvement. The resulting framework links boundary definition, task organization, operational verification, and evaluation feedback, and provides a methodological basis for organizing, verifying, and continuously improving the system capabilities of modern water networks.
