“四水四定”多层级评价内容及方法

  • 摘要: 为科学评估“四水四定”政策实施以来的成效与影响,亟需开展“四水四定”多层级评价研究。在总结前期“四水四定”理解和认识的基础上,定义了“四水四定”评价的概念,解读了其蕴含和谐共生状态、体现协调发展理念、聚焦政策实施成效、强调供水能力约束的内涵,分析了开展“四水四定”多层级评价的必要性与意义。结合和谐共生理论,构建了“四水四定”多层级评价框架,阐释了包括人水和谐层、适水平衡层、用水协调层、供水协调层4个层级评价的主要内容。提出了4个层级评价的常用方法,并在伊洛河流域展开实例应用,分析了多层级评价在区域水资源管理规划、政策执行的动态管理与优化、实施成效的全面监测与反馈、水利高质量发展长期愿景等方面的应用前景。研究成果可为进一步拓展“四水四定”评价研究、支撑相关工作开展提供参考。

     

    Abstract: A multi-level scientific assessment of the effectiveness and impact of the policy of "defining the scales based on water" (that is "defining the scales of city, land, population, and production based on water resources") since its implementation is urgently needed. Based on summaries previous understandings and insights of the policy, the present study defines the underlying concepts and interprets its connotations, such as embodying harmonious coexistence, reflecting coordinated development, emphasizing policy implementation effectiveness, and highlighting the constraint of water supply capacity. The requirements and significance of conducting a multi-level evaluation of "defining the scales based on water" are analyzed. Based on the theory of harmonious coexistence, a multi-level evaluation framework was constructed, consisting of four layers: the human-water harmony layer, ecological coordination layer, water-use coordination layer, and suitable water balance layer. The contents of the different layers are described, and methods used for evaluation are presented, together with a case study performed in the Yiluo River Basin as a demonstration of applications. The paper also analyzes the prospects of multi-level evaluation in the planning of regional water resource management, the dynamic management and optimization of policy implementation, comprehensive monitoring and feedback of the effectiveness of implementation, and the long-term vision for high-quality development in the water sector. The findings of the study provide a reference for further research on the evaluation of "defining the scales based on water" as well as practical applications.
