立体水网理论内涵、功能特征及技术框架

Theoretical connotation, functional characteristics, and technical framework of Three-Dimensional Water Network

  • 摘要: 面向国家水网建设的重大战略需求,构建更加安全、韧性与现代化的水网体系,对提升国家水安全保障能力具有重要意义。本文系统梳理中国水网建设的发展历程,总结不同阶段特征与主要成就。在此基础上,提出应加快构建适应新时期要求的水网体系,并明确界定“立体水网”的概念内涵,阐释其“点-线-面-体”多维耦合结构与多功能协同机制。融合水循环理论、多维协同学理论、风险防控理论及生态系统服务理论,本文构建适用于立体水网规划、建设与管理的系统化理论框架。在工程实践层面,进一步提出涵盖水流全过程模拟、系统优化组网、多目标配置调度和智慧化运维管理等关键技术的突破方向。研究成果对构建现代化水网体系具有重要实践意义。

     

    Abstract: Safe, up-to-date, and resilient water network systems are critical for ensuring the security and meeting the strategic demands of a national water supply. This review systematically analyzes the evolution and construction of China’s water network system and summarizes the features and major achievements of the different developmental stages. This analysis provides a foundation for a proposal for the development of a water network system that meets the requirements of the new era. The concept and connotations of a “Three-Dimensional Water Network” are defined, and its multi-dimensional coupling structure comprising “point-line-area-volume” elements and associated multi-functional synergistic mechanisms are elucidated. Theoretical aspects of the water cycle, multi-dimensional synergetics, risk prevention and control, and ecosystem services are integrated to establish a systematic theoretical framework for the planning, construction, and management of the Three-Dimensional Water Network. In terms of engineering practice, the study additionally identifies directions for advancements in key technologies, including full-process water-flow simulation, optimized system networking, multi-objective allocation and scheduling, and intelligent operational and maintenance management. The findings have significant implications for the construction of a modernized water network system.
