Abstract: Based on the ideas of Sustainable development,this paper proposes a theortical framework for Sustaining water resources system Planning.It contains some basic issues sach as the weaknesses of now available water resources planning,the guide thinking and princeple,the task and Contents of levels planning,the selection of damsite and water reser voir capacity,and the sustainale development assessment of water sustaining utilization.
