Abstract: Based on analyzing the charcterstics of flood damage estimation,the paper establishes uniform estimating index of flood damage.The index consists of personal casualty damage,economic property damage,ecoenvironment damage,and hazard relief damage.A scientific and systemic estimation method is provided for reflecting entirely the situation of flood hazard.
