考虑溃坝后果的水库工程等级划分方法

Research on the rank classification method of reservoir projects considering dam failure consequences

  • 摘要: 针对中国现行水利水电工程等级划分标准对水库大坝失事后果考虑不充分的问题, 在现行标准的基础上引入了"溃坝后果"指标, 构建了考虑溃坝后果的水库工程等级划分体系。通过比较国内外水库大坝分类和工程等级划分方法, 对水库工程等级划分指标进行了分析和论证。基于中国水库大坝社会风险标准和大坝安全标准, 建立了"工程等级-失效概率-溃坝损失"之间的联系, 拟定了不同工程等级所允许的生命损失和经济损失阈值。最后, 提出了基于规模、效益和溃坝后果的水库工程等级划分标准, 并阐述了在水库运行阶段进行工程等级复核与风险管控的相关理念和措施。将该方法应用于常庄、尖岗和郭家咀3座水库的等级划分, 结果表明3座水库工程等别和洪水标准均应在现有基础上有所提高。研究成果对于补充和完善水利水电工程等级划分标准具有重要意义, 并可进一步推动风险管理理念及技术在水库工程中的实际应用。

     

    Abstract: A reservoir project classification system considering dam failure consequences is constructed in view of the insufficient thought of dam failure consequences in China. By comparing the classification methods of reservoir projects both domestically and internationally, the classification indexes are analyzed and demonstrated. Based on the social risk criteria and safety standards of reservoir dams in China, a link among "project rank-failure probability-dam failure losses" is established, and the thresholds of life and economic losses allowed for different project ranks are formulated. This manuscript puts forward the classification criteria for reservoir based on scale, benefits and dam failure consequences, and expounds the relevant concepts and measures for engineering grade review and risk management in the operation stage. Applying the method to the rank classification of Changzhuang, Jiangang and Guojiazui reservoirs, the results show that the project rank and flood protection criteria of these three reservoirs should be increased from the existing one. This study is of great significance to supplement and improve the standard for rank classification of water and hydropower projects, and can further promote the practical application of risk management concepts and techniques in reservoir projects.
