摘要: 通过现代城市与历史发展进程和欧洲的比较,说明根据我国的自然特点和社会经济状况,城市防洪是一项长期艰巨的任务,21世纪我国的城市防洪战略只能是人与洪水协调共处.

Abstract: Through comparing the history,present condition of Chinese cities and that of European cities, this paper illustrates that the urban flood mitigation will be a hard long term task in China and Chinese urban flood mitigation strategy will only be the coordinat ion between human activities and flood in the 21th century.
